Dragon-line vampire, brought over in the 1930s.
Was the Master of the City for Chicago from 1958 to 1999, following Raymond Dire. Held court at 3358 Lake Shore Drive: North. Prone to fits of pensiveness, often vanishing from the public eye or from the city itself for two to three years at a time, supposedly ruminating over what still-active plans may have been laid by his predecessors to the MotC office (Metella being one for physical plans, Dire for schemes). Never publicly claimed either support or resistance to the 1993 Adley v. Clarkson case that allowed vampires to apply for American citizenship. Killed himself for fear of what the 21st century might bring and (supposedly) cursed all future MotCs to never last longer than a decade in office.
Exactly how V. Lukas would have been able to perform an area-based curse (even any curse at all) is unknown. Some rumors attempt to connect his extensive rule as MotC and his reclusive habits to ties with some local powerful fae (the Half-Lord of the Fishes?) and/or Necromancer population, potentially setting a deal with them to bring about the magics that could affect future Masters of the City.

OOC ORIGIN: The port-number for Windy City is based on the early George Lucas film, THX-1138, which stared Robert Duvall. 'Lukas' is a combination of George Lucas' last name, and Luke Skywalker's first name.
