Sebastian is newly-arrived in town and seems to have no obvious source of income. Despite this, he has plenty of money to spend at clubs and raves nearly every night. He has been seen with Nuri several times as well as in the seedier parts of town when he's not partying. His accent is continental European but beyond that, it is hard to nail it down to a specific country.

Sebastian is of Padma's line and is quite old. He is known to have served the Masters of both London and Madrid for at least a century each.
